The Government Aims to Further Reduce the Burden of Students in Compulsory Education

On July 24th, 2021, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Students' Homework and Off-campus Training in Compulsory Education". The Opinion called to reduce the overall quantity of students’ homework, to increase the quality, flexibility, and individuality of homework, to reduce ineffective, repetitive, and punitive homework, to enhance the responsibility of teachers, to reduce the burden of parents, and to improve after-school services. The opinion also aimed to regulate subject education institutions for compulsory education. It called for strict approval of institutions, prohibition of capitalized marketing operation, strengthening supervision, and controlling class hours and fees. The opinion targeted to see the effective reduction of burden within 1 year, and remarkable achievement within 3 years, and a significant improvement of satisfaction of education from the people.

The Government Calls for Strengthening the management of Students’ Mental Health

On July 7th, 2021, the Ministry of Education issued the "Notice on Strengthening the Management of Students' Mental Health", requesting to further improve the pertinence and effectiveness of students' mental health work. The Notice called for strengthening professional support and scientific management, and strive to improve students' mental health. Colleges and universities should offer mental health compulsory courses and give corresponding credits. From primary to secondary schools, mental health education should be incorporated into school-based courses. The Notice also raised four necessary managing targets. It is necessary to strengthen source management and improve students' mental health literacy in a comprehensive way. It is necessary to strengthen process management and improve the capability of early detection and daily consultation. It is necessary to strengthen results management and improve the ability to intervene in psychological crises. It is necessary to strengthen security management and improve comprehensive support.
